The Aegis Central Council will:
- regulate its own affairs subject to Aegis’ objectives and rules
- follow the transition rule in the Aegis constitution
- be chaired by a Chairperson elected annually (calendar year) by the Central Council
- be able to co-opt up to five people onto the Central Council to provide specialist knowledge on a given topic
- meet at least four times a year after the divisional council meetings
- have a quorum of half the committee plus one
- elect (and recommend the removal of) the Executive Officers
- reach decisions generally by agreement. If two or more people ask for a vote it will be by hand with each member having one vote
- issue notice of meetings to all constituency members at least 28 days before each meeting and publicise them to all staff
- issue an agenda to all constituency members 14 days before each meeting
- allow emergency meetings to be called by the General Secretary/Assistant General secretary in special circumstances; the 15 day notice rule shall not apply
- minute their meetings in time to submit them to the Executive Committee
- summarise their meetings and publicise them to all staff
- be responsible for the following functions:
- appointing scrutineers
- approving Aegis accounts
- recommending auditors
- allocating reps to groups of members
- recommending alterations to the rules to members
- directing the investment of surplus funds
- determining subscription levels
- appointing and directing Aegis sub-committees
- deciding how assets will be distributed if Aegis dissolves- ensuring that if members of the Central Council miss more than two consecutive meetings, a satisfactory explanation should be given – if this is not provided then the committee shall declare that position vacant
